The Veteran Peer Access Network (VPAN) links veterans, service members, and their families across Los Angeles County to essential services—ranging from mental health care and housing to employment support and VA benefits. Built on the principle of “veterans helping veterans,” VPAN uses trained, state-certified veteran peers to build trust, guide navigation, and ensure veterans receive the services they’ve earned. VPAN works closely with County departments, nonprofits, the VA, and community programs to strengthen the network of care available to every veteran.

A New Partnership to Serve Those Who Served

SHARE!—The Self-Help and Recovery Exchange—has been selected to lead the Veteran Peer Access Network (VPAN) Team in Los Angeles County’s Supervisorial District Two (SD2). In partnership with the Los Angeles County Department of Military and Veterans Affairs (MVA) and Southern California Grantmakers (SCG), SHARE! will expand access to peer-led support for veterans and their families, connecting them with housing, mental health care, substance use treatment, employment services, and other vital resources.

With more than 30 years of experience providing peer-run housing and recovery programs, SHARE! brings a trusted, community-based approach to serving the veteran population. Through this partnership, SHARE! is building a dedicated VPAN SD2 team to ensure veterans and military-connected individuals receive the right help at the right time—from people who share their lived experiences and understand their journey.

About VPAN

VPAN's Mission

The Veteran Peer Access Network (VPAN) is Los Angeles County’s first community-driven support network connecting veterans, service members, and their families to resources, care, and benefits through trusted peer support.

Who VPAN Serves

VPAN supports:

  • Veterans with needs ranging from basic assistance to intensive support

  • Service members and transitioning military

  • Military families (MilFam) of all ages
     

There are no income limits and no wrong door — VPAN assists veterans at any point in their journey.

How VPAN Works

VPAN operates through trained veteran peer specialists (“Battle Buddies”) who help veterans navigate complex systems, connect with services, and overcome barriers to care. VPAN collaborates with:

  • Los Angeles County agencies

  • The Department of Veterans Affairs (VA)

  • Community-based organizations

  • City partners

  • Nonprofits and service providers
     

This coordination creates a “no wrong door” approach so veterans can find support no matter where they begin.

What VPAN Provides

Support

VPAN provides trusted peer support and helps veterans connect with stabilizing resources available through County departments, the VA, nonprofits, and community partners.

  • Mental Health – Linkage to mental health resources, including therapy, trauma support, and wellness programs

  • Substance Misuse Support – Assistance for alcohol or drug misuse and access to treatment

  • Basic Needs Support – Help accessing food, childcare, transportation, clothing, financial assistance, and other essential resources

  • Social Connection & Recreation – Peer groups, community-building activities, and opportunities to connect with other veterans

 

Direction

VPAN guides veterans through complex systems and connects them with programs and services offered by Los Angeles County agencies, the VA, nonprofits, and community organizations.

  • Housing Services – Assistance accessing crisis housing, transitional programs, supportive housing pathways, and permanent housing

  • Employment & Workforce Development – Coaching, resume support, interview prep, and volunteer/job placement

  • Healthcare Access – Assistance connecting with VA and other available healthcare, appointment coordination, transportation to appointments

  • Education & Training Support – School enrollment guidance, GI Bill and tuition assistance information, and vocational or career training resources

  • Benefits Navigation – Access to federal, state, and County benefits with support from veteran services officers with the Los Angeles County Department of Military and Veterans Affairs and partner agencies

 

Advocacy

VPAN advocates for veterans when barriers arise by working with service providers to resolve delays, miscommunication, or unmet needs.

  • Legal Services – Connections to resources that assist with discharge upgrades, eviction prevention, benefits documentation, and legal referrals

  • Benefits Troubleshooting – Assistance addressing delayed, denied, or incorrect benefits decisions through partner agencies

  • System Navigation Advocacy – Support resolving communication breakdowns between agencies and ensuring services progress appropriately
